This joint program is open to both full- and part-time Master of Public Administration students at the Fels Institute of Government within the University of Pennsylvania. Current and prospective students must apply to BOTH the Master of Public Administration and the Master of Bioethics independently. Applicants must note on both the MPA and the MBE applications their intention of completing the dual degree. Admittance into one program does not affect admission to the other.
